At this time (1981), the Aberdeen Tunnel will have been opened and the approach roads (including Canal Road Flyover) will
be complete. It will be necessary to introduce new bus services from Happy Valley to replace the former tram service,
and these will be able to offer an improved service, making
use of the new road facilities in the area.

Initial services on the LRT route would operate between Whitty
and either Sai Wan Ho or Shau Kei Wan, with some services
using intermediate turn backs at Western Market, Causeway Bay and Healthy Street West. The section between Whitty and
Kennedy Town will cease to be used by revenue earning services
because the level of trip demand is low and the reliability
of service that can be achieved West of Whitty is poor and
Catchick Street is too narrow for 2.3m vehicles to pass.
A largely single track connection from Whitty to the depot
at Kennedy Town will be retained for access purposes only.
The Light Rail Vehicle is described in terms of a planning specification in Appendix A. Layouts of existing Light Rail
Vehicles that closely match this specification are illustrated
in Figures 11 and 12. Each car will provide a capacity of
between 180 and 210 passengers depending on the seating
configuration adopted.

Central Tunnels - The desirability of using the LRT tunnel
section as early as possible has already been noted. In
practice it was considered unlikely that construction work
could start before 1980, and so it is recommended that this
work be carried out in the period 1981-1983.
The underground stations are required to be able to handle
two-two car pairs of Light Rail Vehicles: a platform length
of around 120m is therefore required. This length can be
achieved at Admiralty using the MTR Island Line platforms already under construction and at Pedder Station, which
has been partially constructed as part of the Modified
