IMPLEMENTING THE RECOMMENDED STRATEGY
Introduction
5.1
The recommended strategy has been presented in terms of a
series of developments to the transport system over the next
30 years, but with special attention paid to the first 6 years.
In this Chapter, we set out how each of the steps can be
achieved, identifying the need for further investigations
where these are considered necessary. The Chapter concludes
with a recommended implementation programme for the period
up to 1984.
Upgrading of the Tramway to Light Rail Transit

5.3
The first component of the recommended strategy involves
the creation of the Light Rail Transit system in its entirely
on-street form. This is achieved by introducing a fleet of Light Rail Vehicles as replacements for the existing trams, and by extensive segregation measures and some realignment
of the tramway track. A new depot is required and this
will be located at Kennedy Town: otherwise no major new infrastructure is required. This stage of the strategy is shown in Figure 6 and should be completed by 1981.
The initial order of Light Rail Vehicles, sufficient for traffic
demand upto 1983, would be for a fleet of about 90 vehicles. The capital cost of this fleet is estimated at $280m in 1977- prices. Provided an order is placed promptly, it would
appear probable that deliveries could commence at the end
of 1979 and be completed by the end of 1980.
The new Light Rail Vehicles would be stored at Kennedy Town, where the depot will need to be available for receipt of vehicles
at the end of 1979. The existing tram fleet will continue to operate from Sharp Street depot until the end of 1980.
