It is recommended that the public transport strategy for the
Island Corridor is based on the phased development of a LRT system with cross platform interchange facilities with the MIS and a complementary bús system.
The strategy would involve three distinct phases as shown in Figure 3. The first phase would involve the upgrading of the existing tramway using new single deck light rail vehicles (LRVs) together with a series of track segregation measures.
This could be achieved by 1981 and would result in a substantial
improvement in the tramway service.
The second phase would involve the construction of short lengths
of tunnel to enable the LRT system to provide cross platform interchange with the MIS at Admiralty Station and good transfer facilities at Pedder/Chater. Further segregation measures would
be implemented including a number of traffic flyovers so that
between Central and North Point the system would be almost.
totally segregated from the other traffic in the corridor with
only at grade vehicular crossings along this section of route. The LRT system would also be extended to serve Chaiwan. Trams
would then be removed from the existing segregated right of way in Queensway and the facility used for buses. Together with
bus priority measures in Queens Road East, this would provide
significantly improved bus access to Central and to a new bus
terminal at Central Market, as shown in Figure 4. These
facilities would serve express bus routes using the Aberdeen Tunnel and the Cross Harbour Tunnel (Figure 5) as well as
existing services. This phase could be completed by 1984 and
would result in a very significant improvement in public
transport services in the corridor.
