(ii) The ideal public transport investment in the

corridor would be one that could be adapted to changing circumstances in the level of demand, travel conditions on the surface and the public's willingness to pay for improved levels of service. The development of such a system could eventually lead to entirely sub-surface operation. It would be wise therefore to safeguard the future possible construction of an underground rail rapid transit system unless the short term disadvantages of doing so were very high.
