Whilst the evaluation of the options established the basic direction to be followed in developing a recommended strategy,
it also left open some major issues, many of which are inter-
related. The issues are concerned with both the extent and configuration of the transport services (especially LRT services)
and the nature of more detailed aspects, such as vehicle design and track gauge.
This chapter, then, examines first the broader issues of system extent and configuration, under the following headings:
(i) South Island LRT line;
(ii) services in Western; and
(iii) Chaiwan extension
Having drawn some conclusions from this analysis, the more
detailed problems are considered, focussing in particular upon the arrangement of the system in Central, the choice between double deck trams and single deck Light Rail Vehicles, and bus operations.

South Island LRT Route
The incorporation of a second LRT route in Option D to serve the south of the Island was designed to meet several objectives. Prominent amongst these was the desirability of being able to provide a useful outlet for Light Rail Vehicles displaced from service after only 5 years by the opening of the Western Island Line of MTR. The poor performance of the Western
Island Line suggests that this is no longer a valid reason for developing the South Island LRT route.
