During the course of the Island Corridor Study (ICS) the
Study Team has prepared eight Interim Reports. Each Interim Report has reported on a stage of the work and six have been discussed in detail with the Steering Group. The
draft Final Report has been prepared to be read as a continu- ation of this series of reports with the minimum of repetition from the previous documents. Separate consideration is being given to the preparation of a compendium report containing a substantial portion of the previously issued Interim Reports.
The remainder of this Chapter is concerned with the essential background to the recommendations and contains very little additional material to that presented previously. It serves however to remind the Steering Group of the objectives of the ICS, the overall approach adopted by the Study Team and the major conclusions reached after the initial evaluation of
options.
Chapter 2 is concerned with the examination made of a number
of key issues which were identified at the conclusion of Interim Report 8 as well as the results of a limited amount of additional analysis made during the development of the recommended strategy.
Chapter 3 describes a number of additional factors that have influenced the development of the recommended strategy. These factors include general policy and planning matters that could not be directly incorporated into the numerical analysis and hence reflected in the financial and cost/benefit
evaluation.
