Thank you for your letter of 26 October, with which you enclosed a message to the Prime Minister from Sir Lawrence Kadoorie in which Sir Lawrence expressed the hope that the Prime Minister would be able to visit Hong Kong if and when he takes up the invitation extended to him to pay a visit to China.

The Prime Minister has seen your letter and has taken note of the background. He has agreed to reply to Sir Lawrence Kadoorie along the lines proposed, while making some amendments to the draft which you sent me. I enclose the signed original of the final text of the Prime Minister's reply and I should be grateful if you would arrange for this to be delivered to Sir Lawrence through our Trade Commissioner in Hong Kong.

I am sending copies of this letter and enclosure to Kieran Prendergast (Foreign and Commonwealth Office) and Tom Harris (Department of Trade).
