The purpose of this memorandum is to seek Honourable Members' approval to a grant of land at Tap Shek Kok, Tuen Mun to the Kowloon Electricity Supply Company Limited for the purposes of electricity generation and transmission. A copy of the site plan of the area to be granted is at Annex A.
Background

On 26th July 1977, Honourable Members were informed vide memorandum XCC(77)58 (Annex B) that the China Light and Power Company Limited had advised that, given the growth in demand for electricity, unless new generating units could be put into operation by 1982, the reserve capacity available for electricity supply system in Kowloon and New Territories would have dropped to an unacceptable level, placing the supply to consumers at risk. Honourable Members were also informed that the China Light and Power Company Limited would be commencing detailed investigations on its preferred site for the new power station on the north eastern coast of Lantau, subject to approval in principle for the project to proceed.

Honourable Members advised and the Governor ordered that the Company should be advised that the Government was prepared to grant land near Tai Tsing Chau on North Lantau for a power station subject to feasibility studies by the Company and to precise definition of the land required. The Company was also to be advised that the Government considered the construction of a road bridge or tunnel to Lantau was necessary at some time, but was not in a position to advise the Company as to when, and if, such a crossing would be built until satisfied by a feasibility study which was to be put in hand immediately.
