to be made convincingly and comprehensively to persuade the public that the strategy proposed for future power generation is the best possible and that it will not have adverse environmental effects.

Reactions to the proposed project from villagers on Lamma is on the whole favourable. The Lamma Island (North) Rural Committee has expressed support for the project, subject to the necessary safeguards being taken to minimise environmental damage. The Chairman of the Lamma Island (South) Rural Committee has expressed open support for the project. As stated above, some fishermen have made representations against the power station site because of the loss of fishing grounds, but similar effects would follow in almost any area where a reclamation was placed. There is only a small number of inshore fishermen and mariculturists based at Yung Shue Wan. Affected fishermen will be offered ex-gratia compensation, related to the loss of catch.

Press comment, particularly in the English language press, has generally been opposed to the siting on conservationist grounds. As the justification for the siting of a power station on Lamma Island depends to a large extent on the acceptance of the arguments against the use of Ap Lei Chau and against further development at Tap Shek Kok, and in favour of the proposed strategy, it has not yet been possible to make any useful public statement to counteract criticism. If Members advise that the grant on Lamma should proceed, a full statement of the reasons for the grant will be made public as soon as possible.

Honourable Members will be asked to advise whether, for the reasons given in paragraphs 4 to 18 above, a lease of the area edged blue (site A) in the plan at Annex D, should in principle be granted, under section 5(3)(a) of the Foreshores and Sea Bed Ordinance (Chapter 127), to the Hong Kong Electric Company Limited for a power station comprising 2 x 250 megawatt generating sets.
