between approximately 11% (in 1978) and 8% (in 1987). Demand on the Island is mainly from the commercial and domestic sectors, and the growth rate may appear rather high. However, demand from the former sector is expected to increase as a result of the continuing development of large centrally air-conditioned commercial and office complexes. And, with the trend towards smaller family units in residential accommodation, together with increasing affluence, it is expected that demand from domestic consumers will also continue to grow over the next 10 years. HEC's North Point power station has two 60 mw sets which are now seldom used; but, on economic (high cost of produc- tion), environmental (air pollution) and safety grounds (fuel storage), and also considering that North Point is subject to height restrictions connected with Kai Tak airport, this station will be closed down early next year. Apart from these sets, all the Company's generating plant is located at its power station on Ap Lei Chau. To meet the expected demand, it intends to develop the Ap Lei Chau power station fully by commissioning four 125 mw sets in 1978, 1979, 1980 and 1981, respectively. These sets will result in a total installed capacity of 1, 181 mw by 1981. This will be approximately 36% more capacity than the expected maximum demand at that time (866 mw), so as to provide the generally accepted level of reserve capacity to cover maintenance and breakdowns. Additional capacity after 1981 would have to be provided on another site.

The table at Annex A sets out the dates of commission- ing of the existing generating plant at Ap Lei Chau, its planned development to full capacity (1, 181 mw) in 1981, and of the proposed extra capacity to be commissioned thereafter.
