1. I attach a copy of Mr AJT Williams' (Bank of England) letter of 26 January together with a copy of the Bank of England Report on Numismatic Coin Issues in the DTs which was prepared following discussions at the meeting held in the FCO on 10 May 1977 (which was attended by representatives of all the Departments to which this is addressed except PDTD and Legal Advisers).

I will welcome any comments on the report and especially on the proposals contained in paragraphs 7 and 9 of Mr Williams' letter.

3. As a matter of principle I consider that it would be useful to arrange for guidelines of numismatic coin issues to be sent to Governors as proposed in paragraph 4 of Mr Williams' letter (as you will be aware a memorandum on Postage Stamp Policies in DTs has recently been revised and reissued to Governors and we believe that these are of use to DTs).

Therefore please let me know if you have any objection to a summarised version of the survey being sent to OAGS prepared so that they could show it to local Ministers/Officials who should be aware of the problems and recommendations.

5. Would Mr Hickson, SAmD, please let me have his views regarding Mr Williams' comment (his paragraph 9) regarding the Falklands.

Mr Williams has suggested that we may need a further meeting to discuss the subject of numismatic coin issues. I hope that any outstanding points can be resolved in minuting. However, if any recipient would particularly welcome a meeting please let me know.
