Upton's letter of 5th July, 1977, gave approval for the issue of a Proclamation making the new fifty cent coin legal tender. This coin was introduced on 15th August, 1977.

Consideration is now being given to the demonetization of the old fifty cent coin introduced in 1951. However, legal advice I have received indicates that such action cannot proceed under the Hong Kong (Coinage) Order 1936 as amended by the Hong Kong (Coinage) (Amendment) Order 1975. I enclose copies of this opinion and the Proclamations referred to therein.

Subject to your agreement with the views that have been expressed, I would be grateful if early arrangements could be made for the Order to be amended so that demonetization can proceed.
