quota levels for imports from Hong Kong represent a considerable cut- back on previous levels of trade in order to provide for access to Community markets for new suppliers within the global ceilings.

I hope I have been able to indicate the reasons why the UK considered it necessary to request more formal restraints on T-shirts and blouses from Greece when the agreed levels' had been exceeded. I should emphasise that there was never any question of discrimination against Greece in particular. In the context of the Community's overall textile policy we had little option but to seek restraint. I am pleased that talks with the Greek Government in the summer have produced a more satisfactory agreement for both sides and I hope that this will be a basis on which a mutually agreeable settlement can be negotiated for next year.
I need hardly say that I sincerely hope that disagreements over the arrangements for textiles will not damage general traue relations between our two countries which I value very highly and in the promotion of which your own organisation plays such a vital and constructive part.
