Draft measures on quotas for Berlin Fair was submitted to the Committee
by the Commission services.
The French Delegation shared surprise at the economiccal content of the
Regulation and asked why the Germans could not take the quantities from existing
quotas.
The Dutch Delegation could only state his position if they had the concrete
assurance that all products would stay on the German market.
The Belgian Delegation said that their authorities did not want the
quantities granted to be greater than the limits to be consolidated and inviɛted
that this was a specific operation limited to a specific aim, for 10% was
sizeable and exceeding the growth rate for textile products.

The Danish Delegation notified their agreement to the German request by
Answering questions from delegations, the German Delegation said that the quota would be supplementary. A figure of 10% was not excessive if the Fair
was to offer the desired incentive to developing countries. The Berlin quota
would not be used as a precedent in connection with any other events which might
arise. Contracts would have to be concluded at the Fair by importers established
in the Federal Republic. Although trade patterns might result in deliveries
elsewhere, this would be contrary to intentions. If the quota were approved,
it would carry no implications for burden sharing as between Member States. With
reference to the draft Commission Regulation, the German Delegation had no doubts
concerning the dates indicated in Article 2 and may revert to the matter later
but, in general, looked forward to unanimous approval at Commission level as 2
matter of urgency.
On drafting points on the Regulation, the Commiɛsion representative
explained that the quota had been shown as additional to existing quotas and
