Berlin Fair: draft Commission Regulation
Following the previous week's discussion and the support for the
German request by most delegations, the Commision introduced a revised draft Regulation. The French Delegation announced, in their turn, broad support on receiving confirmation from the German Delegation that significant diversion of trade would be avoided, that there would not be further requests
in relation to fairɛ this year and that special Berlin quotas would not
necessarily be sought every year. Much would depend on the success of this
year's event.
On drafting, the Netherlands Delegation proposed that the terms of
the title of the Regulation should conform to phraseology used in the recital and the French Delegation said that the period of validity up to 31/12/1979 for authorisations (Aticle 2 (2)) was too extensive. The
Commission representative explained that a fair balance of advantage had
been sought but that these points would be considered in finalising the
text of the measure.
Taiwan draft Commission proposal
The Commission representative referred to the need to adjust levels upward to compensate for cut-back, to a broad measure of acceptance informally
earlier in the year and he explained the basis for calculation the revised
quantities. Delegations expressed doubts on various aspects of the proposals, the UK Delegation considering that 1978 levels should not be exceeded, the French Delegation that, in particular, global imports of gloves were too high and the Italian Delegation reserved its position. The German Delegation raised a number of points of clarification or amendment and, overall, pressed for early action. The German and French Delegations raised the question of the juridical basis for the measure.
The Commission representative said that the juridical point would be
put to the Legal Service together with an amended draft and that, in this
process, the various points made by delegations would be considered.
