In order to include blousons in this category the Commission suggested a transfer of quantities from Categories 14A, 15A and 17 to 21. The UK agreed in principle to a transfer from Categories 15B and 17 to 21. The total increase in Category 21 of 1,517,000 pieces for 1976 with 2% per annum growth' to reach a UK 1978 level was accepted subject to immediate enaction of the transfer.
(b)
Overalls, Trousers with Bibs and Braces etc
The Commission explained the latest classification position (see attached diagrams). The UK was unable to accept a Commission suggestion of tranfers of quantities as, so far as is known, there was no significant change in the UK attitude as to what constitutes trousers.
(c) Other Classification Problems
The Commission reported that four of the five samples of 'track suits' had been decided upon by the Nomenclature Committee. Similarly babies' knitted pyjamas with feet had been classified as 60.04.
(d) Administrative Problems
Origin problems for 1979 onward had not yet been resolved but this was to be left for later consultations. Hong Kong had pressed for completion of the Agreement which required a Member State quota levels for 1979-82 and translation into all Community languages.
Review of the statistics for Categories 14A, 15A and 80 was included on the agenda for consultation at the UK's insistence.

CONSULTATIONS
(a) Track Suits' and 'Housecoats'
There was only superficial discussion of these items as the Commission was awaiting definitions from the Nomenclature Committee.
(b) Babies' Knitted Pyjamas with Feet
Agreement was reached that these garments should be classified under 60.04.
(c) Overalls, Trousers with Bibs and Braces etc
The Commission explained its classification procedure (see attached). Hong Kong has yet to agree this. Discussion was left until the Nomenclature Committee have formed a definition of occupational clothing and until it has been decided whether
