The Commission representative then said that most of the delegations' problems regarding the role of the Member States in the basket withdrawal procedure were dealt with by the provisions of Article 15 of the proposal for a Regulation. Provision was made not only for the consultation of the Textile Committee but also, when the measures proposed by the Commission were not in conformity with the Committee's opinion, for the forwarding of a proposal to the Council.

The United Kingdom delegation, supported by the German delegation, asked that paragraph 7 mention the possibility for the Community to impose quantitative limits not only for the current year but also, if necessary, until the agreement expired,
The Commission Representative replied that the present wording of paragraph 7 did not exclude such a possibility.
