NON TARIFF BARRIER OFFERS
10. The Community has been evaluating the US and Japanese offers but again there is nothing worth reporting on this subject. So far as the Community's offer is concerned discussion is currently taking place on the quite interesting question, on which CRE1 are in touch with the relevant sponsoring divisions, of whether when a QR is removed and replaced by a voluntary restraint arrangement applying to a particular country there should be in addition a wider voluntary restraint sought applying to the Community as a whole: what we are talking about here are those QRs maintained by other members of the Nine on which there has been internal agreement within the Community on liberalisation on the condition that liberalisation only take place if voluntary restraint by the supplying country in question (normally Japan) can be agreed.
