Sources close to the TIC Department reveal that local

manufacturers can broaden their export opportunities by skilful manoeuvre

of categories, e.g. if in want of 'jacket' quota, a manufacturer may make use

of 'overclothes' qucta since there is no sharp distinction between the

two categories; and if he is short of 'men's trousers' quota, he may

utilise 'women's slacks' quota since again there is not much difference

between most HK-made men's trousers and women's slacks nowadays.
