I have discussed Hong Kong telno 1 (ef 10 January to Geneva) with Mr Brown, CT Division. He explained to me that, although the sub-limits set for categories 2 and 3 were slightly higher than we would wish, we have accepted them as part of the agreement. The UK have taken no initiative to go back on these agreed figures, though it is possible another Member State has done so. The sub- limits are on the agenda for discussion at the 113 Committee (Textiles) on Friday, 13 January.

2. Our representative at the meeting will be Mr Mark Farry and CT Division will ask him to find out what is going on, and to oppose any decrease in the sub-limits at this stage. (I would be grateful if they would also ask Mr Farry to telephone Mr Burgess and explain that Beck's information does not accord with the facts as we understand them.)
