Bangladesh, Haiti and Iran

10 In the absence of initialled agreements with these countries, their exports to the UK will be under surveillance. As explained in paragraph 6, the new agreements with these countries will contain no immediate quotas but a close watch will be kept on import levels to ensure that appropriate action is taken if the trigger levels described in paragraph 7(iv) are reached.

Transitional arrangements

In order to allow supplying countries to adapt to the new product categories and more extensive quota coverage, most of the new quotas are being administered by the member states for an initial period of three months. During this period import licences will be issued up to 40% of the annual quota levels and amounts licensed in this way, provided they were shipped after 1 January 1978 will be counted against the 1978 quota levels. Three countries

(Hong Kong, India and Thailand) have however decided to export administer their quotas immediately and for these countries import licences will be issued against authorised export certificates in the normal way.

12 Final details of UK quotas for 1978 are expected shortly. These will be the subject of a further Notice to Importers.
