EEC/HONG KONG TEXTILES AGREEMENT
1. You wrote last December suggesting that we might produce an article giving the EEC view of the negotiations, which you would then try to place in the Hong Kong press.

I apologize for the delay in replying but matters have largely been out of our hands. Obviously, we had to clear the speech in the FCO and our "textile expert" was rushed into hospital early in the New Year due to a brain tumour (happily he seems to be recovering now). In the consequent confusion I am afraid that the draft article was overlooked. However, I am now enclosing it after clearance with all and sundry and I hope it is not too late to be of use.
3.
I would hope that it will at least provide the background you asked for in your letter ECO 598/2 of 30 January. Incidentally, have heard nothing more of the suggested guidance telegram.
