I will need to report on the state of play on our
consideration of the Report of the Third Inland Revenue
Ordinance Review Committee (and this report will include
the Administration's views on those recommendations where
we already know ExCo/LegCo's views eg dividend

withholding tax and our tentative views on certain other
recommendations). However, I hope to be able to make
a substantive statement on the eventual taxation treatment
of interest hopefully as from 1/4/78 - on which we go to
ExCo on 31/1/78.

I must have another go at the taxation of
trading profits, though there is nothing to be done that
I can think of. But there is the question of stamp duty
on contract notes (reduce the rate to, say, $6 per mile or
only make the buyer liable?). I am also concerned about
the possibly inhibiting effect of the liability to
stamp duty of bonds and foreign stocks traded on our
exchanges.
