1. I submit a draft answer and background note to the Oral Question tabled by Sir Anthony Royle (Conservative Richmond- upon-Thames) for answer on 13 March.

Sir Anthony Royle, who is generally sympathetic to the policies of the Hong Kong Government, tabled five PQs on Hong Kong

in 1977 and has so far tabled two, on Vietnamese refugees, this year. We assume that this question (and a second one, also

relating to the Budget, which Sir Anthony has put down for reply on 15 March) is intended to highlight the favourable aspects of

the Hong Kong Budget, which was published on 1 March.

Parliamentary Unit have informed us that supplementaries are not required since the questions are unlikely to be reached.

The draft answer has been agreed by the Hong Kong Government. Economists Department concur.
