Slurry Explosives Project : Hong Kong

As agreed by telephone this morning, I enclose two copies of a note summarising the position. One copy could be passed to the Governor if you think it appropriate.

ICI is submitting a strong bid for this tender. You will understand that we attach considerable importance to this project not only from the standpoint of local manufacture but also because of the vital importance of safeguarding the complementary exports of blasting accessories from the UK.
