"Tenderers are requested to note that they are required by the lease conditions to maintain in Government storage a minimum stock level equivalent to one month's local consumption so that continuity of supply can be assured in the short term should there be a stoppage in production.
"In the event of a prolonged stoppage, for whatever reason, a supply of explosives from overseas will have to be urgently provided. Tenderers are asked to provide details of such a contingency supply that the tenderer could arrange with an estimate of the elapsed time before it would be available for use in Hong Kong.

The above Du Pont Tovex® plants have a combined packaged water gel explosive capacity of over 120,000 metric tons (264 million pounds) per year.
Du Pont is prepared to use all of its corporate worldwide resources to insure prompt delivery of any necessary imported explosives including air freight delivery if the situation demands such action and suitable arrangements can be made with Government authorities.
