(a) Suitability and acceptability of product

for local use; the tenderers would be asked to provide details of the range of products which will be manufactured,

(b) Safety record of product; products of both companies are already known to be much safer than conventional explosives and the proposed weighting given is accordingly small however, it will be important to have as much detail as possible about the safety record of its use.

(c) Safety record of manufacturing; the site is a safe one and again the pro- posed weighting is relatively small.

(d) Security

this weighting is already pre-determined. (See paragraph 14)

(e) Political again this weighting is

pre-determined. (See paragraph 14).

(f) Speed of bringing into operation - the

lease terms will in any case require the successful tenderer to bring the

plant into operation within a specified... period; tenderers will be invited to contract to bring this into operation in a lesser period

(g) Tendered premium.

(b) Froduct price clearly it would not be

possible for a tenderer to be bound to a list of prices over a twenty-year lease; tenderers will accordingly be invited, but not obliged, to commit themselves to a defined basis for the maximum pricing of their products on the local market; the marks awarded within the weighting will be assessed according to first, the reliability of the method proposed, and second, the probable product costs which the method produced.
