It is not possible or appropriate for Government to control the level of production at the plant, which will vary according to the demand for the product. The manufacturer will, however, be informed from time to time of the maximum storage capacity which can be made available to him, and his production shall not be such as will result in his ex- ceeding this capacity. Moreover, to ensure that water-gel explosives are always available, it is proposed to require the manufacturer to maintain at all times a level of stock within the Government Depot sufficient to supply Hong Kong's needs for one month.
