6. There are certain advantages inherent in the manufacturer of explosives on

a military site in Hong Kong being under the control of a British

based company. These are:-

1. The interests of British military security would be best safe-

guarded by the plant being supervised by British nationals.

2. Liaison with UK based authorities, such as the army establishments

branch CILSA, the Property Services Agency and the Health and Safety

Executive is facilitated.

3. The possibility of an emotive reaction from Mainland China to an

explosives manufacturing establishment in Hong Kong is less if the

manufacture is under British control.

7. As mentioned earlier ICI has a substantial and long established trade

in explosives and accessories in the East Asian region which provide

considerable profits in the UK. These exports would be put at risk

by the presence of a competitive manufacturer of explosives based in

Hong Kong.
