As requested I have forwarded your letter but I think you should be aware of what I suspect to be the background to his enquiry. Briefly, the Hong Kong Government is currently considering applications from ICI and Dupont for the construction of a slurry explosives plant. naturally, doing all we can to tip the contract towards ICI who are concerned less Dupont should take advantage of their captive of the Hong Kong market to make serious in-roads into ICI's markets in this part of the World, particularly the Philippines and Taiwan. I enclose copies of a recent memorandum on the project which was given to me by ICI.

It occurs to me that you could find out details of the water gell explosives from the ICI engineers who were recently here having discussions with the Hong Kong Department of Mines. They are Messrs. G.G. Riley, Manager Overseas Projects and W. Atken of ICI's Nobels Explosive Co. Ltd., Nobel House, Stevenson, Ayreshire (tel: 0294-62140). In the meantime, I should be grateful for copies of any correspondence which you receive from Hong Kong Government departments on this project as there is an important export promotion possibility here.
