h. Study Report Conclusions.
concluded
The Ship Department Study
that there appeared to be no available craft which fully
satisfied the spirit and letter of the NST and its supporting paper.
It was felt the intentions of the NST would be best accomplished by
conducting a 'design and build' tender competition based on a force
of five 45-50 metre craft, of fairly high freeboard and a maximum
speed of 25 knots. The tender should include an enquiry into building
in Hong Kong.
The timescale quoted in para 3g above is based on this type of
tendering action.
