(2) HQ UKLF will hold 'on-call in the UK a heavy radio dotachment (SR E 21/R241 (full station) airportable) for deployment to Hong Kong to establish a CRL (008J) to ASAPRIRELAY MELBOURNE, in accordance with Defence Communication Publication No 7, Contingency Rear Link Instructions (DCNP No 7, CRLIS), Section 2, CRL No 19 and Australian Joint Service Plan No 3/1972 (Issue 3) Plan BRACKNELL.
(3) The activation of anchor station facilities in Australia will be arranged by MOD, with the Department of Defence, Canberra through BDLS Canberra.

Initial Contact Link (ICL) (007 5) Pending the arrival of the SR21/R241 detachment, the Joint Signal Board Hong Kong will arrange for an ICL to be established between Hong Kong and Australia, in accordance with DONP No 7 CRLIS, Section 1.
36. Air Management Communications.

Existing RAF Flight. Watch Area (FWA) communication facilities will be used as available. Additional en route facilities are to be provided by Headquarters Strike Command (HQ STC) as required (Annex A, Serials 23 and 29 refer).
b. In areas not served by the RAF FWA system, the appropriate Aeronautical Control Centre civil family frequency for the area concerned will be used in accordance with RAF Flight Information Publications.
All staging posts for RAF aircraft are served by the Overseas Fixed Telecommunication System (OFTS) and/or Societe Internationale Telegraphique Aeronautique (SITA).

Flight Management Communications for RAF aircraft in the Far East are provided by the Hong Kong C & W HF radio DRAGON NET, a civil air/ground net. 38 Group Operationis Centre has access to DRAGON NET via the Overseas Fixed Telecommunications System (OFTS).

In the event of non-availability of civil air management facilities in Hong Kong, Headquarters Strike Command (HQ STC) is to hold 'on-call' in UK, a HF SSB radio detachment (KWM 24/30L-1) to provide a Service controlled Tactical Air Management facility. Frequencies are to be in accordance with HQ STC Radio Frequency List Part 2, as instructed by HQ STC.
INTERNAL COMMUNICATIONS
37. Infantry battalions are to deploy with communication equipment as listed in Appendix 1 to Annex F. RAF Regiment Field Squadron is to deploy with logistic communication equipment.
