Tasks of RN Patrol Craft in Hong Kong and Performance and Characteristics

of their Replacement

Tasks

(a) Peacetime Functions

(1) To assist the RHKP in anti-narcotics, illegal immigrant and arms smuggling patrols and surveillance of shipping particularly ships with suspected narcotics or potential illegal immigrants on board.

(2) To act in co-ordination with the Marine Police in an IS situation at sea, providing positive assistance when requested if Marine Police launches are threatened, and if necessary taking over so that the Marine Police can withdraw.

(3) Providing a presence to assist in sustaining the support of the local population for the Hong Kong Government.

(4) To assist in disaster relief.

(5) To train and encourage local youth groups such as Sea Cadets Corps, Hong Kong Sea School, etc.

(6) To undertake Community Relations projects in consultation with District Officers.

(b) Outside Hong Kong Waters

(1) To carry out search and rescue operations in the Hong Kong Flight Information Region and in those areas of the South China Sea not covered by Taipei and Singapore.

(2) To be ready to protect British shipping as appropriate.

(3) To carry out visits to foreign countries in order to maintain sea-going experience and to foster good relations.

(c) Functions in a Period of Tension

2.

(1) To deter limited armed naval incursions which are beyond the capacity of the Marine Police.

(2) To deter attempts to interfere with Hong Kong's sea communications and fishing fleets.

(3) If deterrence fails, to frustrate such incursions and attempts.

The performance and characteristics of the replacement craft should be better than the Chinese Militia and Public Security vessels, and not markedly inferior to those of Chinese Naval vessels operating regularly close to Hong Kong waters
