CONCLUSIONS
If a naval squadron comprising 1 frigate and 3 patrol craft as in the "preferred" garrison is not acceptable on grounds of cost (£3.7 m. including the frigate refit cost of £0.5 m. per year), the balance of advantage favours the five patrol craft and this is the option supported by CBF and the Commodore, the Commissioner of Police and the Secretary for Security.
