in Indirect Military Measures in the Third World (para 19),

an increased contribution to the CENTO exercise programme

(para 20) and imply acceptance of a situation where only one

majo» Priority Two Commitment could be mounted with out

withdrewing teeth arm units from NATO. This option is therefore

not considered further.

60. It is considered that the effect on NATO of most Priority

Two Commitments might be reduced by the provision of additional

resources. Earler sections of this paper identify infantry

battalions and transport aircraft as the key elements required

to permit the UK to undertake the additional commitments which

it is considered are likely to arise in the medium term.

61. Infantry Battalions.

The Army are normally able to provide

two Battalions (one of them the Spearhead Battalion) from UKLF

for an emergency overseas deployment (para 48). Additional require-

ments, or a deployment for more than a few weeks would result in

cumulative implications for NATO. Were an additional two infantry

battalions available to UKLF, sufficient flexibility would be

created to permit a six month Priority Two Commitment, or two
