We are pleased to note from Reference A that no problems are envisaged for this project. We await the plans from School of Infantry and will renly if we require the advice of the Technical Officer.

2. We are naturally disappointed that you foresee problems of a political nature over our proposed urban IS Complex. No political opposition has been apparent here from Hong Kong Government on anything other than financial grounds nor, as far as we are aware, has Government here expressed concern that the project may be particularly sensitive. The fact that the provision of up to 12 million Hong Kong has now been authorised by Government would appear to confirm their committment to the project.

Hong Kong Government's intention is that the facility should be primarily for the use of the military garrison, they have accepted that there will be useful 'spin off' for the RHKP and the RIIKR(V) but this did not weigh heavily in their decision to provisionally agree the project.

The justification paper submitted to Hong Kong Government calculated that of the 245 working days that would be available on a complex on Castle Peak Range some 160 days could be used by the Services and 60 days

The RIIKP have 3 long ranges of 100, 150 and 200 metres.

All are primative and lacking in what in military terms would be classed as normal facilities ie; proper firing points, target mechanisms etc. The police consider them insufficient in quantity and quality to train all of those (approx 3000) who may be required to carry the AR15 (Armalite). RHKP also have 4 short pistol ranges.
