Brunei. The RAF does not gain much training value for its priority NATO role from the posts with the RBMR. Only one of the posts is filled by an instructor and the remainder are pilots. We understand that you would wish us to make no move to withdraw LSP until the constitutional talks reach a satisfactory conclusion. Now that this has happened I should be grateful for your views on whether there is any chance of withdrawing any or all of these posts in the foreseeable future. We would be extremely reluctant to provide four further JOPS to operate the proposed flight of Defender aircraft.

Oman. The planned rundown of LSP in SOAF will not provide substantial savings of the number of JOPS on loan until 1980 and 1981. We are aware that the Sultan has asked for flexibility in the withdrawal plan, but we believe that the Omanis should be reminded that LSP are provided only where contract personnel have not been found to fill the post.

3. We believe that there are possible ten LSP posts which could be recovered by 1980 and this would make a valuable contribution to our attempt to keep front-line cockpits fully manned. We do not believe that such a withdrawal will seriously affect sales prospects to the countries concerned. I shall be grateful therefore if you could let me know how you would see a possible recovery of JOPS on loan in the context of HMG's wider political considerations.
