PLANNING AND CONDUCT OF OPERATIONS

14. You are responsible to CDS as Chairman of the Chiefs of Staff Committee for the planning and conduct of all operations carried out in your Operational Area. Your responsibilities

to the Governor in this respect are defined in paragraph 7.

15.

You are to exercise general supervision of the Joint Service Intelligence Staff, detailed terms of reference for which are issued by the Ministry of Defence to the Head of Service Intelligence. You are to ensure that the Head of Service Intelligence provides you with intelligence affecting the security of the Colony and on your area of intelligence

interest.

16. You are to exercise control of joint signal matters

through the Joint Signal Board Hong Kong.

CONDUCT OF TRAINING, ADMINISTRATION AND FINANCE IN HONG KONG

17. You are responsible to CDS for the overall operational efficiency and joint Service training of forces permanently assigned to you, and the overseeing and co-ordination necessary to ensure the most effective functioning of your

Command. At the start of a crisis you are to establish a

single point of contact as the link between the Central Staffs (Staff of the Chief of Personnel and Logistics) and your Command, for the conduct of administrative matters affecting

more than one Service.

18.

You are responsible to CDS for the attainment of the

maximum economy compatible with operational efficiency in the administration of the Services in the Colony. To this end you are responsible for the co-ordination of local administration to the maximum possible extent permissible

under single-Service regulations; for reviewing all theatre

activities and their financial implications to ensure that they are, where appropriate, in conformity with the Defence Costs Agreement with the Hong Kong Government; and, as far
