If, as we hope and think most likely, the Sultan agrees to negotiate, whether or not he then spins matters out, there should be little public anxiety and it should be sufficient to stick to the line suggested in paragraph 2 of my telegram no. 103, that HMG's commitment to the defence of Hong Kong rests on the terms used in the DCA; all enquiries about the future of the Gurkhas should be referred to the MOD.
