1. Following my submission of 17 July, Ministers agreed that Hong Kong should be asked to re-consider our request that

they should send two police instructors to Lusaka to undertake

training of the para-military wing of the Zambian police. asked Hong Kong to re-consider on 18 July.

2. On 21 July Hong Kong told us that they were now prepared to agree to our request but that, for operational reasons, it would not be possible to send instructors to Lusaka until February 1979. We wondered whether this was sufficiently early to meet Zambian needs, and therefore asked Lusaka to comment on

the offer.

Lusaka have now told us that they do not forsee any difficulty over the proposed timing. Apparently the Zambians have recently indicated that they would be content to accept a training programme in 1979 rather than 1978. We are unlikely to persuade Hong Kong to improve on their offer. I think therefore that we should agree in principle to put it to the Zambians. But Mr Allinson has offered to seek further details on the specific

Zambian requirement before doing so, and Hong Kong should be asked whether they consider this necessary. If they do not, Mr

Allinson can make the offer immediately.

I therefore submit a draft telegram to Hong Kong, HK & G Department and the Deputy Overseas Police Adviser concur.
