Bonn Economic Summit : Statement on Air Hijacking European Convention on the Suppression of Terrorism

In Bim Davies's absence on leave I am writing to enquire about Guidance Telegrams No. 102 dated 19th July, which refers to (A) above, and No. 107 dated 25th July and Corrigendum dated 27th July, which refer to (B) above.

2. We are somewhat in the dark about the effects of (A) and (B) on Hong Kong and should be grateful to know:·

whether the action proposed in para 1 of Telno 102 is to be reflected in U.K. legislation and whether such legislation is to be extended to Hong Kong by order in council, as were the Tokyo, Hague and Montreal Conventions;

if the new policy is not to be reflected in legislation, but to be considered as a declaration of intent by the U.K. Government, is the new policy now extended to Hong Kong as a result of the P.M.'s statement in House on 18th July;

whether the U.K.'s ratification of the European Convention on the Suppression of Terrorism is to be extended to Hong Kong by order in council;

(d) whether the U.K. is a signatory to the New York

Internationally Protected Persons Convention and is that convention to be extended to Hong Kong by order in council.
