1. We have received two further requests for flash/bang grenades. The Malaysian Police have asked for 12 dozen grenades 'and associated equipment' for their Police Special Unit, which has previously received training from the SAS. The Norwegian Navy has also asked for information with a view to acquiring the grenade.

We shall be discussing sales policy for the grenade at your meeting on Friday. We believe that we should try to confine sales to countries in the first XI only, although we accept that there may be a case for agreeing sales to Norway, Portugal and Greece (as NATO countries) and to Japan (because of its importance in this field) if pressed by those countries to do so. But we would resist widening the field any further.

3. We have discussed the question of the follow up to the seminar. The SAS have identified four possible slots for team tasks in 1978: March-May; May-July; August-October; October-December; and we need to start planning now particularly for the first of these. would like to suggest that they should be allocated in the order: Hong Kong; Italy; Canada; Japan. Hong Kong have previously received advice from the SAS and Security Service and they have now asked for the SAS team to review their:-

a. selection process for Special Duties Unit personnel

b. basic and continuation training

c. equipment and weapons

d. operational procedures and close action tactics.

This can be set up at fairly short notice if a reconnaissance is made soon. We do not think that a team task elsewhere could be set up in the required timescale. You have indicted your agreement to a pro Tute on these lines and subject to any further comments from you or Anthony Goodenough, to whom I am sending a copy of this letter, we will proceed accordingly We do not need to take action immediately on team tasks for Italy, Canada and Japan but it would be valuable for the SAS to have agreement to plan on this basis.
