HONG KONG BONN DECLARATION ON HI-JACKING AND THE EUROPEAN CONVENTION ON THE SUPPRESSION OF TERRORISM

1. On 25 August Mr G Barnes, the Acting Secretary for Security, wrote to Mr McLaren about two guidance telegrams which Hong Kong had received. Mr Barnes wanted to know what effect, if any, the Bonn Declaration and the European Convention on the Suppression of Terrorism would have on Hong Kong.

2. I have consulted Mr Chamberlain, one of the MAED's Legal Advisers, who emphasises that no final decisions have yet been taken either about how best to implement the Bonn Declara- tion or about whether we should extend the European Convention on the Suppression of Terrorism to our overseas Dependent Territories. However, Mr Chamberlain has provided those answers to Mr Barne's questions which are available and I suggest that Mr McLaren should reply on the lines of the attached draft.
