to western technology both directly (eg through

joint ventures in Hong Kong) and indirectly by

avoiding any actions that would prejudice her

relations with the UK;

C. not to do anything that would compromise her

fundamental claim that Hong Kong is a part of China,

with the tacit assumption that it will eventually be

reintegrated into the People's Republic;

d. in the meantime, not to close any optinns for

future policy towards Hong Kong;

to ensure that the Soviet Union and its allies

do not gain any foothold in Hong Kong;

1. to seek to extend her influence among the

population of Hong Kong, while avoiding creating

discontent with the British administration;

8. to obtain the appointment of an official

Chinese representative.

Action to be Taken

Against the background of this analysis of likely Chinese

policy, we should then consider how we should set about

tackling each of the problems listed in sections II and

III above.
