Further to my minute to you of 14 November, Lord Goronwy- Roberts has given more thought to the draft policy paper submitted under cover of your minute of 9 November. He thinks that one element which has received insufficient attention in the present draft is the prospect for greater elective democracy at, say, municipal council level. He believes that this aspect will become increasingly important in parliamentary terms and/one on which we are increasingly exposed to criticism from moderate Labour MPs. He personally believes there may well now be potential scope for progress on this front. He would therefore be grateful if careful consideration could be given to this matter in subsequent drafts.
