1. Further to my letter of 19 October and our discussions on 15 and 16 November, I now enclose copies of the revised draft Order in Council we produced together (of which you have already been sent an advance copy) and of a note of the conclusions we reached on 16 November.

On reading the note through, it has occurred to me that the draft Order should be amplified by making article 4(a) read:

to make laws for the New Territories providing for any form of lease, including indeterminate leases, containing other provisions that ..."
