1. I attach a draft reply to Sir Murray MacLehose's letter to me of 6 July and would be grateful if you would amend it in any way you think fit. You will see that I propose to send your note of 17 August as an enclosure. I would prefer not to send the comments supplied by Mr Gardener of the Treasury Solicitors. I do not think he has understood the problem.

I am sending a copy of this minute and enclosure to Mr Masefield and should be grateful for his comments also. But I believe that what I have written is in line with the views expressed by Mr Samuel at the meeting with the Governor on 17 August.
