touch with the Australian and Canadian Commissions and the US Consulate-General, all of whom are accredited in Macao but, like us, are resident in Hong Kong. Again none of them has any emergency plan for Macao alone.

6. We intend to give this subject greater priority than hitherto and will send you a progress report later this month. As a detailed examination of the problem will lead us into consider- ation of whether Hong Kong would necessarily be a safe haven in the event of an emergency in Macao, I wonder whether you should not discuss the political implications of involving Hong Kong in cur contingency planning with Hong Kong and General Department to whom I am copying this letter.
