INTRODUCTION
On January 4, 1978 the People's Daily reported that a conference had recently been held in Peking to discuss Overseas Chinese affairs. On the same day it carried an article by Liao Cheng-chih, a member of the Central Committee of the Chinese Communist Party, giving guidelines on China's policy towards the Overseas Chinese.
Vice-Chairman Teng Hsiao-ping in his address to visiting Overseas Chinese at a reception in Peking on September 29, 1977 also mentioned China's policy concerning Overseas Chinese and "compatriots" of Hong Kong and Macau. (See China News Report No. 7)
This paper reviews press comments on China's policy on Overseas Chinese. Extracts from Mr. Liao Cheng-chih's article appear in the Appendix.
