I have been directed by the Secretary of State to thank you for your letter of 24 March.
As I am sure you appreciate there are numerous factors other than visible trade which have to be taken into account in trying to assess the economic significance of Hong Kong to the United Kingdom. Some of these are very difficult to quantify accurately but a recent assessment indicates that Hong Kong is not a significant drain on UK resources.
On your second point I can assure you that both the British Government and the Government of Hong Kong have fully in mind the need to protect the interests of all the inhabitants of Hong Kong.
